I looked up the water dumping gimmick. It’s called the “ice bucket challenge” and is supposed to raise awareness of a disease called ALS which in America is commonly called “Lou Gehrig’s Disease” after a great baseball player who died from it. “Awareness” means they want to teach people the symptoms but also be something to consider in your charitable contributions.
Many cures which come from America for disease are largely through research funded by such charities, each with their own “awareness” events.
If you have the money but no access, I can hook you up with a charity that buys and installs village sized water purification plants in areas like the one you’ve shown, when requested to by the village. It’s $25,000USD for a whole plant, but you can contribute lesser amounts to a fund that pays for a village to obtain one when enough is raised.
There is a long waiting list of villages though.
Feel free to do something besides just indict America for not doing enough.

so now it’s our fault they don’t have clean water? How come we get blamed for interfering and blamed for not interfering enough? Isn’t there water where you are? You could more easily build a pipeline to them than we could. My nation sends billions in cash, food, and equipment, what has your nation done for them?
The water dumping gimmick raises money for charity. Not sure what your objection is, unless its just a general objection to Americans giving charity to others.
