a question on this weeks "REAL"

I really like this weeks REAL topic—police report. :)

While I was reading it, a question came up:
On the page, it says “the first thing you should do when you are robbed is call the police”.

But, it would make more sense to me if someone say “the first thing you should do when you are robbed is to call the police”.

So, the question really is can “call the police” functions as a noun here? Thanks.

And I hope John get his laptop back soon. :) I can only imagine how upsetting it should be to be robbed. Let us know how it goes.
